In September 2026 market participants registered on the Petersburg Exchange 25,602 commodity positions with a total volume of 578,213 tonnes of oil products, including gasoline, diesel, LPG, jet fuel, and fuel oil, traded on the off-exchange market. In September 2026, 100 companies (of which 91 were participants in exchange trading) joined the registration of off-exchange contracts for such products.
From September 16, 2026, under the Rules of Trading in the Oil Products Section, registration of all off-exchange delivery contracts for oil products of 1 tonne or more became mandatory if these products were previously acquired in SPB Exchange trades.
According to Government Resolution No. 1111 dated 29 August 2026, as of 1 September 2026 legal entities and individual entrepreneurs may voluntarily provide information on all off-exchange contracts to the registry for oil products of 1 tonne or more (excluding off-exchange contracts where timely reporting obligations apply as of the decree date). From 1 March 2027 this requirement becomes mandatory. Registrable contracts include delivery of gasoline, diesel, LPG, jet fuel, and fuel oil from 1 tonne.
Anton Karpo v, Senior Vice President of the Petersburg Exchange, commented that registration will raise market transparency and predictability, aiding analysis and timely responses. He noted that aggregated, uniformly processed information will give regulators a fuller view of market conditions, reducing shadow turnover, price manipulation, and other violations. Moreover, data on oil products previously purchased on the Petersburg Exchange will enable tracking their movements to ensure timely supply to end users.
