The Government of the Russian Federation adopted a regulation to register OTC trades in petroleum products starting from a 1-tonne volume threshold. The registration applies to all OTC deals on the domestic market for both producers and traders.
The regulation was developed by the Federal Antimonopoly Service (FAS) to ensure traceability of supply chains for petroleum products.
From September 1, 2026, providing such information will be voluntary; from March 1, 2027, submission becomes mandatory.
