At a seminar for Financial University faculty, representatives of the Petersburg Exchange discussed the role of exchange trading in 223-FZ procurement and how such purchases fit into the existing system. Artem Lobov, the managing director, outlined the potential benefits of exchange-based procurement and the mechanisms for participation in trades.
He noted that the law allows customers under 223-FZ to purchase exchange-traded goods without standard procurement procedures, a practice supported by the Russian Ministry of Finance, the Federal Antimonopoly Service (FAS), and the Government of the Russian Federation.
The main argument in favor of the Exchange is price: savings on coal, mazut, and diesel fuel can reach up to 35%. Additionally, companies avoid unnecessary intermediaries, receive guaranteed execution through clearing, enjoy complete anonymity of trades, and benefit from convenient electronic document management on a robust digital platform under the oversight of the Bank of Russia. Seminar participants also stressed that understanding how exchange trading integrates with 223-FZ procurement is essential for deal support and developing procurement strategy for the future workforce.
