At a seminar for Financial Academy faculty, Petersburg Exchange representatives discussed the features of bringing new product groups to organized trading. The Vice President of the Exchange, Dmitry Chernyshov, presented a roadmap for the process, a summary of regulatory acts, and internal Exchange documents, emphasizing the scale and complexity of introducing new items to organized trading. Senior Managing Director Igor Chernyshov shared experiences from developing markets from scratch, citing examples such as mineral fertilizers and coal.
Chernyshov noted that federal and regional regulators are interested in a transparent pricing system and the development of competition; market participants seek non-discriminatory access to premium suppliers or customers, the existence of objective price indicators, and a stable channel for market realization. Examples included moving markets for processed vegetable oil and plastic waste to organized trading.
The Petersburg Exchange is increasingly focusing on building and expanding exchange logistics services across rail, road, and water transport. A jointly operated goods delivery service with Digital Logistics (a subsidiary of JSC Russian Railways) is in place, an Expert Council on Logistics and lists of reputable car and water carriers have been established. In the near term, there are plans to launch a joint logistics service with a major logistics company; a 'Works and Services' section is being prepared to enable trading of logistics services; trading rules are nearing completion and a specification is being developed, with planned test trades.
