The approved list of information in the fuel and energy sector (TЭK) with restricted access and the procedure for its use has been published.
In accordance with the President of the Russian Federation's Decree dated 28 September 2026 No. 686 'On the approval of the list of information in the fuel-and-energy complex, access to which is restricted, and the procedure for its use', compliance with the confidentiality of information included in the list is mandatory. The decree also defines the procedure for using such information:
The list includes information on planned volumes of goods to be sold and volumes of deals by a legal entity and/or a legal entity within the same group, in exchange trades for the sale of high-octane gasoline (according to the research method 92 and higher) and diesel fuel produced from oil feedstock by a legal entity that occupies a dominant position in the commodity market, including persons within that group and participants in exchange trades acting in the interests and at the expense of such an entity or those persons.
